assumed his duties as the Permanent Representative of the Russian Federation to the Council of Europe on October 1, 2015

 

Born on April 6, 1955 in Leningrad.

Graduated from the Moscow State Institute of International Relations and joined diplomatic service in 1977.

1977-1993 – held various diplomatic positions at the Ministry of Foreign Affairs, Embassies and Consulates General of the Union of Soviet Socialist Republics and the Russian Federation in Pakistan and India (Karachi, Calcutta, and Delhi).

1993-1996 – Counsellor, Department of Security Affairs and Disarmament of the Ministry of Foreign Affairs of the Russian Federation.

1996-2000 – Counsellor, Permanent Mission of the Russian Federation to the OSCE, Vienna.

2000-2003 – Head of Unit, Deputy Director, Department of Security Affairs and Disarmament of the Ministry of Foreign Affairs of the Russian Federation.

2003-2009 – Deputy Permanent Representative of the Russian Federation to NATO, Brussels.

2009-2011 – Deputy Director of the Department of European Cooperation of the Ministry of Foreign Affairs of the Russian Federation.

2011-2015 – Director of the Department of European Cooperation of the Ministry of Foreign Affairs of the Russian Federation.
