Today is the World Refugee Day. The Council of Europe provides a good opportunity to exchange the best practices in migration issues. This is especially important after the migration crisis has aggravated in Europe since 2015. Many problems which European countries have encountered demonstrate the issues about the way the European states observe the Convention for the Protection of Human Rights and Fundamental Freedoms. Secretary General of the Council of Europe Mr Thorbjørn Jagland established the position of the Special Representative of the Secretary General on Migration and Refugees and appointed Mr Tomáš Boček to it to render assistance to the member-states of the Council of Europe.

Russia presents its best practices to resolve various migration issues. Russia has not only substantially reduced the number of illegal migrants and developed an efficient system to protect migrants’ rights, but it demonstrated how operative this system was when over million Ukrainian refugees came to Russia in 2014-2015 due to the developments in Ukraine. All of them received necessary assistance.
