Official ceremony of the depositation of the ratification instrument to the MEDICRIME Convention by the Russian Federation took place in Strasbourg

Minister of Healthcare of the Russian Federation Veronika Skvortsova deposited to the Secretary General of the Council of Europe Thorbjørn Jagland the instrument of ratification to the Council of Europe Convention on counterfeiting of medical products and similar crimes involving threats to public health (the MEDICRIME Convention or the Moscow Convention) on March 20, 2018.

The Russian Federation launched the initiative to draft the Convention during its Chairmanship in the Committee of Ministers of the Council of Europe in 2006. Russia signed the MEDICRIME Convention as soon as it was opened for signature on October 28, 2011.

The Ministry of Healthcare, the State Duma, the Ministry of Foreign Affairs and other relevant governmental bodies developed relevant amendments to the Russian legislation during the last six years in order to harmonize Russian approaches to the elimination of counterfeiting of medical products according to the relevant international principles set in the Convention.

The Federal Law № 439-FZ «On ratification of the Council of Europe Convention on counterfeiting of medical products and similar crimes involving threats to public health” was adopted on December 29, 2017.

Accession of the Russian Federation to the MEDICRIME Convention makes a contribution to a stronger European legal system, enables our country to determine both European and global standards of the quality and safety of drugs and medical products, facilitates cooperation between Russia and the Council of Europe as well as supports successive national policy to minimize the risks for people and public healthcare system related to poor-quality or counterfeited medical products.

The Council of Europe Convention on counterfeiting of medical products and similar crimes involving threats to public health is the first European agreement in this field. It covers both the organizational and criminal law aspects, directly focuses on humanitarian sphere and prioritizes prevention and suppression of any threats by such crimes.
