On 77th Plenary Meeting of GRECO (Group of States against Corruption)

The 77th Plenary Meeting of GRECO (Group of States against Corruption) which took place in Strasbourg on March 16-18, 2018 adopted the Fourth Round Evaluation Report on Russia dedicated to corruption prevention in respect of members of parliament, judges and prosecutors.

The report which was prepared on the basis of evaluation procedures (including visits of GRECO experts to Russia) says that the Russian authorities are tackling robustly corruption with public perception of the measures undertaken by Russia getting better and better.

GRECO gave a high evaluation of the Russian anti-corruption law and practice concerning prevention and settling conflicts of interests as well as setting up restrictions, prohibitions and duties both while assuming the position and in post-employment period.

Alongside with that, GRECO made 22 recommendations to Russia on further combatting corruption development, eight thereof concern MPs, whereas other nine and five deal with judges and prosecutors respectively.

For example, it was recommended to the deputies of the Russian State Duma and the members of the Council of Federation to adopt the code of ethics/conduct which should containing the provisions ruling gifts and other advantages, third party contacts and accessory activities.

GRECO also urged the judges and prosecutors to develop the practical guidance on the requirement to report all forms of gifts, including in kind, received from the third parties as well as provide for further developing regular courses on combatting corruption as well as ethics and honesty.

At the moment, relevant authoritative bodies undertake within their competencies measures aimed at making these recommendations come true.

The report on the results of the measures undertaken is to be provided to GRECO Secretariat by or before April 30, 2019.
