The Russian delegation took part in the Standing Committee of the Convention on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches

The Russian delegation headed by Deputy Minister of Sport Ms. Natalia Parshikova took part in 44th meeting of the Standing Committee on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches.

The Russian delegation presented its position and reported on the results of the first monitoring visit by the members of the Standing Committee. The report covered the sports management, legislation on public order and security at sports events and precautionary measures to ensure public order and security at stadiums and sports facilities at official sports competitions.

Deputy Minister Parshikova informed on the personal spectator’s card or FAN-ID system which had been developed by Russia and approved by the FIFA. This document will be necessary for foreign spectators entering into Russia without visas for FIFA World Championship matches in 2018 and FIFA Confederation Cup matches in 2017. Along with the FAN-ID they will have to present their valid passports and tickets for the matches. On May 17 this system was successfully tested at the match between Rubin (Kazan) and CSKA (Moscow).

The meeting has proved that security measures at football matches in Russia meet the best European practices. These measures will ensure successful FIFA World Championship in 2018 and FIFA Confederations Cup in 2017.
